The following it the breakdown of voting on changes to the current playing Conditions.
Any changes to the current conditions require 2 thirds of clubs voting in the affirmative.
It should also be pointed out that there is currently 31 clubs in the competition and very disappointingly only 17 clubs could be bothered in replying and this got worse when the question of how many games should be played in Div 1 and Div 2 firsts, only 13 clubs replied.
People keep whingeing that no listens to their ideas. Ask your club if they replied and if not, why not
Current Playing Condition amendments
1/ Playing Condition 11 – Rescheduling of games
Games incomplete or not played due to adverse weather, forfeit or other unsuitable playing conditions shall not be rescheduled.
Change: This rule now applies to all competitions including Women’s Division 1.

2/ Playing condition 54 – Juniors Playing Seniors
a) The minimum age for a junior girl player to be eligible to play in the Women’s competition is 14 years of age.
b) A Junior playing in in the Women’s and Seniors competition participates under the rules of that competition except in the following instances:
i) Pitching Rules – The pitching restrictions prescribed in the By-laws apply to juniors pitching in Women’s and Seniors competition.
ii) Pitching and Catching in Same Day – The restrictions prescribed in the By-laws apply to juniors who have pitched or caught in a junior game on the same day.
c) Contravention of this Playing Condition shall result in forfeiture of the second game.
Baseball Victoria shall impose a “Forfeiture” fine on the offending club.
Change: Point (b) The requirement for requesting an exemption for 14 year girls has been removed.

3/ Playing condition 67 – Age Rules (Masters)
(a) To participate, a player must be a minimum age of 38 years of age.
Change: The age cut-off date of the 1st November has been removed. Once a player turns 38 years of age the player is eligible to play in the Masters competition.

4/ Playing condition 9 – Rain Affected Games
a) If the Umpire considers that play is unsafe due to rain, the Umpire shall stop play immediately.
b) Should the Umpire consider that there is a reasonable expectation that the rain will ease to the point that play is safe within sufficient time to achieve a Legal Game, the
Umpire is to suspend play and periodically assess the conditions. If the Umpire determines is safe to do so, play will resume.
c) Should the Umpire consider that there is not a reasonable expectation that the rain will ease within sufficient time to achieve a Legal Game, the Umpire is to ‘Call’ the game.
Change: Removal of point (d) If a game is called under this Playing Condition, the game shall be deemed to be a 0-0 draw and points awarded accordingly.

5/ Playing condition 34 – Designated Pitcher Rule (DP)
a) The following Playing Conditions only apply to Seniors Division 1 Reserves & Division 2
Reserves:
i) A Club wishing to use this Designated Pitcher Rule must nominate it’s Designated Pitchers to the Summer League Committee. Approved Designated Pitchers shall be published on the Baseball Victoria Summer League website (www.vicsummerleague.baseball.com.au).
ii) A club may use a player, (1) that is one of the designated pitchers, (2) who is not a non-national, to be the starting pitcher, and only pitch, in the reserves game and then must start in the Firsts game on the same day in a position other than as the pitcher. This player is known as the Designated Pitcher (DP).
iii) The use of the DP must be declared to the Umpire before the commencement of the both games.
iv) In the early game, a DH must be used for the DP.
v) If the DP then plays in the early game other than as a pitcher, the DP becomes a normal early game player and may not participate in the late game on the same day except by the provisions of the Two Games/One Day Rule in these Playing Conditions.
vi) Any DP used in the early game shall be marked as “DP” on the batting order list and the Match Report Card and all pitchers used in the late game shall be marked as “P”. Umpires and Managers shall ensure correct recording.
b) Umpires shall administer the DP Playing Conditions in both early games and late games on the same day. An Umpire may direct that a DP may not, if in contravention of these Playing Conditions, participate in either game but an Umpire is not expected to exercise authority as to knowledge of the nominated pitchers.
c) Baseball Victoria shall check eligibility of DPs and report breaches to the Summer
League Committee.
d) The penalty for contravention of the DP Playing Conditions is forfeiture of the game in which such contravention took place.
e) Participation in each game shall count as a game played for each section for eligibility for Play-offs.
(f) Clubs may not play a DP in Play-offs.
(g) Clubs may apply to the Summer League Committee to change their designated pitchers in extenuating circumstances only.
Change: Designated pitchers are to be nominated not top two club pitchers. The age cut-off and the 4 week’s notice prior to the start of the season have been removed.

6/ Playing condition 15 – Visits to the pitcher by a Coach or Manager
Official Baseball Rule 8.06 shall apply in full to all junior qualifying, regular season and play-off games. Sections (a), (b) and (d) of Official Baseball Rule 8.06 do not apply to Seniors, Women’s or Masters competitions.
Change: Section (c) of Official Baseball Rule 8.06 Defensive Visits has been included in the Seniors, Women’s and Masters competition.
8.06 (c) The manager or coach is prohibited from making a second visit to the mound while the same batter is at bat.

7/ Playing condition 100 – Permit Procedures
a) The Transfer of Players and Coaches By-Laws apply.
b) The Clearance Procedures of these Playing Conditions apply.
c) Any Senior player shall have the ability to apply to play a maximum of five (5) games in any one season with another Club other than the Club with which the player is registered, provided that;
i) The Permit form is completed in the prescribed manner;
ii) The five games shall be consecutive games played only in the first nine;
iii) A Club may only be able to host a maximum of two (2) players under permit in its first nine;
iv) The permit does not extend beyond 1st December;
v) There shall be no right to appeal a refused permit application.
d) Any Women’s, Masters or Junior player, or person wishing to coach, shall be able to apply for a permit to play/coach a maximum of one (1) season with another Club other than the Club with which the player is registered, provided that;
i) The Club the player is registered does not have a team in the competition (not division or grade) in which the player is seeking a permit to play (e.g. a female player is registered at a club that does not enter a Women’s team can apply for a permit to play for a club that does enter a team in that competition);
ii) The player shall only in the competition in which the permit stipulates (e.g. a female
player can only play in the Women’s competition for the club which they have the endorsed permit); and
iii) The Permit form is completed in the prescribed manner.
e) A player participating in contravention to this Playing Condition shall be deemed an “Illegal Player” and penalised by Baseball Victoria by a fine and loss of the games which the player participated when breaking this condition.
(f) Interstate Permits for players or coaches do not apply in Victoria and will not be approved by the Summer League Committee.

New Playing Conditions for season 2012/2013
1/ Senior, Women’s and Masters Players Playing for separate clubs.
Senior, Women’s and Masters players can play for separate clubs in the Seniors , Women’s and Masters competitions without the need of Permits or Clearances. The player is to be registered at each club as a full member. The permit system will remain in place for Junior players.
For example, player A plays in a Seniors competition with Club A, as this player is 38 years of age they can also play Masters for Club B without the need of a Permit. Player needs to be registered at both clubs.

It is recommended that Division 1 First, Division 2 Firsts and Women’s Division 1 scorers have a minimum Level 1 Scoring accreditation prior to the commencement of the 2012/2013 season.

3/ Extended line-up
A team can choose to play with the standard 9 players (and DH if applicable for that competition) with substitution players on the bench and are therefore bound by the normal substitution rules of the competition for that game.
To invoke the extended line up rule, all batters up to the max number of 12 must be nominated on the line up card handed to the umpire prior to the commencement of the game.
The normal substitution rules of baseball apply if there are players on the bench that are not listed on the extended line up handed to the umpire.
All batters in the extended line up must take their allotted at bat in the batting order as per the line up card handed to the umpire prior to the commencement of the game.
If a player on the extended line up does not take his allotted at bat, he is deemed to have been substituted out of the game, is removed from the batting line up and can no longer participate in the game.
Players on the extended line up can be removed from the batting order at any time without creating a ‘blank’ as long as 9 batters remain in the line up.
If a team has invoked the extended line up rule, players nominated on the extended line up can change fielding positions at any time during the game. There are no requirements for a player to play in the field at any time during the game.
This rule does not apply to Division 1 Firsts and Reserves, Division 2 Firsts and Reserves and
Women’s Division 1.

As discussed at the February 2012 P&S meeting the results of the vote on number of games to be played in Division 1 and Division 2 Firsts was:
Division 1 – 33 games, 10 to 3 in favour vote
Division 2 – 26 games, 8 to 2 in favour vote
Clubs requested that more games be played at club grounds midweek and requested no late midweek games to be played.
