From the BV Playing Conditions:
There are plenty of dugouts at permanent baseball fields in Summer League that could be said to not meet the criteria in a). Have any games actually been forfeited on this basis? If not, why not? Is there a "gentlemen's agreement" covering this? Are there more specific criteria regarding adequate dugout protection or what is a "permanent baseball field" that are actually used but not written in this Playing Condition?

Also what about protection for scorers. At some grounds there is no protection from the sun and foul balls when sitting behind home plate
